Payables Tax Entry modify tax amount

Hi,

When entering a Payables Transaction Entry (Invoice) in GP, inputting the amount and tabbing through, the tax/VAT is automatically calculated, however the tax can be modified by the user. Something which we do not want, unless for a few cents.

Is it possible to disable the manual changing of tax/vat amount or at least report on changes?
