Default option for quantity shortage for kit Items

For regular Inventory Items when you enter a line on a Sales Order and the Quantity is greater than Quantity  available the drop down options Windows appears.

The Default for this window is set in Sales Setup

When the item is a Kit and one or more components is not available a similar Windows comes up

Is there any way to set the default on this screen to Allocate Available Components at the system level

I know it can be done at the order level using this option screen

but I'm getting orders through an Import process so this won't work for me.
