It would be helpful to know the types and speeds of the drives in the RAID array and the configuration of the RAID. Where are the mdf files and where are the ldf files. How many CPU's and their speeds. How much RAM and how much of that is SQL allowed to use? The problem I have seen in the past is that the server is simply not up to the task. You come along and process payroll for 1,000 employees and the server flat lines at 100% CPU usage or the disk I/O maxes out. The server needs to be designed for the high usage times.
