SmartList

I have to do an allocation each month to a set of accounts.  I have set up a SmartList of the range of accounts that I need, but it does not pull accounts with zero balances.  I need to allocate a percent into those accounts.  I have tried setting the Search Definition to Period Balance, between 0.00 and 9999.99, but I cannot get those 0.00 accounts to show on my list.
