Hopefully I can help. It's true that you use Report Writer, but it's a bit more complicated. You've probably noticed that when you open the layout in Report Writer, you do not see any open spaces that could be blank lines. What is printing as the 'blank' line is the apply information. If nothing has been applied to the document, the line is blank. So, what you need, is to suppress the apply line (which is the Body) if there are no apply documents. Here's what mine looks like with the Body suppressed:

What you need is to create a calculated field that will be blank or zero if you want to suppress the line. I used the Applied From Document Number field in the RM_Applied_TEMP table. I named my field 0_Suppress Body (catchy :)) and the calculation was simply the above field dropped into the Expressions. Like this:

After you have finished making the new calculated field, go into Tools > Section Options to open the Report Sections Options window. Check the box next to Suppress When Field is Empty and put your new calculated field in the box. Mine looks like this:
